The Tinlake rewards were miscalculated in Council Motion 18, so even though Council Motion 18 + 19 + Referendum 7 passed, the Council has proposed a new motion (Council Motion 20) with the correct values.

This referendum aims to reward high quality nomination pools using a fair evaluation system. The evaluation system looked at specific criteria such as metadata, verified identity and nominees. An open-source tool was used to analyze the pools and the results were posted for public scrutiny.

Create 3 high quality educational videos about specific topics on Polkadot.

Send a batch of dispatch calls.

May be called from any origin.

- `calls`: The calls to be dispatched from the same origin. The number of call must not
  exceed the constant: `batched_calls_limit` (available in constant metadata).

If origin is root then call are dispatch without checking origin filter. (This includes
bypassing `frame_system::Config::BaseCallFilter`).

This will return `Ok` in all circumstances. To determine the success of the batch, an
event is deposited. If a call failed and the batch was interrupted, then the
`BatchInterrupted` event is deposited, along with the number of successful calls made
and the error of the failed call. If all were successful, then the `BatchCompleted`
event is deposited.

- The Tinlake rewards were calculated incorrectly in a previous motion.
- The Council has proposed a new motion with the correct values.
- The previous motions passed, but they need to be corrected.
- The new motion is called Council Motion 20.
- The Council is working to fix the mistake.
